 that may leave the compound, use the COVER name only, and the approved
 lexicon [legal/OSI-PLX_TERMINOLOGY_STANDARD.TXT]. A system is entered here
 only once it has an assigned codename and a named owner; a system not in
 this register is not in service and must not be referenced in delivery.

 ── PROGRAMME & COVER ────────────────────────────────────────────────
 DEVCON        The programme. "Development Console." Everything below is
               delivered under it.
 ULEZ-DC       External identity — the clean-air / low-emission-zone
               modernisation the public is shown.
 ESES          "Environmental Standards Enforcement System." The approved
               name for the network in any tribunal-discoverable document.
 AQEP          Funding & acceptance cover. FP7 SMARTCITIES grant 284765-AQEP.

 ── NETWORK & PLANT ──────────────────────────────────────────────────
 SENTRIS       The enforcement network — the estate of luminaire-integrated
               nodes. GATESHEAD is the experimental test-bed and remains the
               densest sector. Control: SENTRIS Core. Register: SENTRIS-DB01.
               Mesh: SENTRIS Grid (868 MHz).
 SICORE II     The node hardware platform — the board inside the lantern.

 SCORPION STARE  The covert full-capability units ("basilisks"), seeded among
               the ordinary ANPR columns.

               lighting control: Telensa PLANet; Harvard / LeafNut telecells.

 ── THE ENFORCEMENT CHAIN ────────────────────────────────────────────
 The standing chain is SEE > ADDRESS > AUTHORISE > ACTUATE > RECORD. Each
 link is a named system with a single accountable owner.

 ARGUS         SEE. Optical / ANPR ingest across the ULEZ camera estate;
               identifies and locates a subject and hands a fix to the
               targeting store.
 PANACEA       ADDRESS. The enrolment / immunisation channel; converts an
               enrolled subject into an addressable WBAN radiator (the
               adjuvant self-assembles to antenna geometry in vivo).

 ADONIS        AUTHORISE. The ethics-governance layer. Every actuation is
               gated by ADONIS, which withholds authorisation wherever
               avoidable collateral is modelled, and enforces the standing
               ethics holds. STATUS: UNREACHABLE since 14 Mar 2015 — the grid
               remains energised in its absence.
 NEMESIS       ACTUATE. Effects / fire-control; commands emission through the
               SENTRIS / SCORPION STARE nodes once ADONIS has cleared it.
               Presently inhibited only by the standing holds (below).
 LETHE         RECORD. Aggregates outcomes into the seasonal excess-mortality
               return and suppresses any site-level correlation to node
               energisation. Cause-of-death recording runs under clinical
