PROJECT CIRRUS -- SAI CONCEPT BRIEF
 ==========================================================
 Class: RESTRICTED - COMMERCIAL
Sponsor: The Partner -- Advanced Concepts Group

 OBJECTIVE
Develop an aircraft-carried delivery package for stratospheric
aerosol injection, creating a persistent particulate layer that can
alter local radiative balance, moisture behaviour, and public climate
 perception without visible fixed infrastructure.

 PUBLIC CASE
The approved public frame is climate-adaptation research: emergency
albedo management, wildfire-smoke analogue modelling, and aviation
condensation persistence. It is a clean research story, easy for
councils and universities to repeat, and boring enough for reporters
 to misfile under geoengineering.

 INTERNAL CASE
CIRRUS gives the estate an atmospheric layer. AQEP prices the carbon
line on the ground. SENTRIS addresses subjects in the street. CIRRUS
changes the sky above them: heat retained or scattered, light altered,
crops stressed, solar yield degraded, rainfall nudged into the wrong
county, and every effect deniable as weather.

 DESIGN PRINCIPLE
Passive mode is albedo and hygroscopic loading. Active mode couples
the particulate sheet to an ionospheric radiator or estate source.
The useful trick is not the trail; the useful trick is the sheet that
remains after the trail has stopped looking like a trail.

 NEXT STEPS
Continue with carriage integration and payload characterisation.
Keep all public-facing language inside solar-radiation-management
 vocabulary.
