PROJECT WARDENCLYFFE -- LINEAGE NOTE (R&D)

Wardenclyffe is the parent of everything the estate now does.
Before the green money, it was small. The aim was modest and
monstrous: put a low-power directed-energy effector INSIDE an
ordinary surveillance camera -- make the thing that watches you
also the thing that can reach you.
THE ITERATIONS
MEDUSA and BASILISK were the early iterations of what would
become the SICORE II node -- the same directed-energy effector,
two generations before it had a name or a budget. MEDUSA was
the bench effector, the proof the reflect stage worked at all;
BASILISK was the camera-integrated unit that carried the medusa
payload in the field. Both were starved. With no funding
narrative that could carry a national build, the payload stayed
inside what a camera housing and a lighting feed could hide --
watts, not kilowatts; a corridor, not a city. See

THE COVER STORY
We commissioned the novelist Charlie Stross to write the
programme up as fiction: networked CCTV that turns people to
stone, a departmental horror with a serial number. He
delivered; it was published, praised, and shelved under F for
fiction. That is the point. Should the camera line ever
surface, it surfaces as a known Stross story -- already in
print, already dismissed as a novelist's conceit. Deniability

WHAT IT BECAME
When the climate-enforcement money arrived -- the green dollars
-- the constraint lifted. The same effector, no longer starved,
no longer hiding in watts, became the SICORE II node and the
ULEZ build: a whole programme funded, sized and explained by a
cover story, exactly as the prototype had been. Wardenclyffe
proved you could hide a weapon in plain sight and make someone
else pay for it. SICORE II only did it at national scale.
