ETHICS HOLD -- 60GHz OXYGEN-DISPLACEMENT PATH

 The area-effect 60GHz path is bench-validated and ready. It
 is gated behind a standing Ethics Committee hold (see ticket
 DEVCON-1521). DO NOT energise the 60GHz path on any live
 column while the hold stands.

 The hold has no review date. It is, for now, the only thing
 standing between the estate and area-effect delivery.
