Every reference is glowing and every project he has touched is a smoking crater. Three people described him, unprompted, as 'a catastrophe in a good suit'.

Perfect. Hear me out. A Delivery lead who genuinely does not understand what the programme delivers cannot leak what the programme delivers. He will manage upward beautifully, sign every SLA without reading it, and notice nothing. His incompetence is a security control; his obliviousness is an asset we could not manufacture if we tried.
