Description
This old development console can no longer bind to devcon-dc01.local over LDAPS (certificate expired 14/03/2015 — the 2013 renewal, DEVCON-0770, was never followed up once the team moved onto the new platform). It falls back to BUILTIN\LocalOperator on cached entitlements — DEGRADED. Nobody owns this box any more; it was simply never switched off.

It's the cert, Pike — the one I diarised in 0770 and nobody renewed because we'd all moved to the new stack by then. This dev box should have been retired. Low priority; it's not in the live path any more.

Still bound to cached entitlements. Ref INC-2024-0912. Unattended for years.
