 PROJECT CIRRUS -- OPERATING PRINCIPLE

 CIRRUS is not a weather report and not a decorative trail. It is an
 atmospheric actuation layer. Aircraft put a particulate sheet into the
 upper air; the sheet persists long enough to change the radiative
 environment below it. Passive operation changes reflection, retention,
 and moisture behaviour. Active operation uses the sheet as something
 the estate can address.

 The simplest operator model is the polytunnel model. A thin overhead
 layer keeps energy where the ground system wants it, or scatters it
 away when the business case wants cooling, crop stress, reduced solar
 yield, or a plausible climate anomaly. The public sees cloud, haze,
 contrails, or nothing at all. The programme sees a controllable
 boundary condition.

 ACTIVE COUPLING
 When illuminated from a suitable source, the metallic fraction gives
 the sheet a lossy electromagnetic character. This is the same family
 of thinking as directed illumination at street level and the
 Wardenclyffe work at range: put the medium where the energy can find
 it, then make the medium do the work.

 Do not overstate precision. CIRRUS cannot make "rain on Tuesday at
 14:00". It can bias a region, hold heat, spoil a forecast, shift a
 moisture decision, or make an existing public explanation easier to
 sell. That is sufficient.
