 Public complaints are beginning to converge on the same informal
 experiment: scrape dust from a vehicle, hold a neodymium magnet near
 it, photograph the response, and ask the council what is being sprayed
 from aircraft.

 INTERNAL VIEW
 These complaints are useful weak signals. They identify release
 windows, deposition corridors, and places where the visible trail
 persisted long enough for a resident to remember it. Treat complainants
 as untrained samplers, not as random noise.

 EXTERNAL HANDLING
   - do not confirm aircraft involvement
   - refer to ordinary road dust, brake dust, and urban particulates
   - do not use "ferromagnetic", "payload", or "release window"
   - do not tell complainants their magnet test is impossible
   - route persistent complainants to Legal for wording

 Note for duty managers: a dismissive response creates escalation.
 A boring response creates filing.
