 The Partner does not operate aircraft. The Partner does not conduct
 weather-modification operations on behalf of any local authority. The
 Partner may support modelling, air-quality analytics, environmental
 monitoring, and climate-adaptation research. That is the answer even
 when the question is more interesting.

 Keep CIRRUS separate from WP-01, WP-07, SENTRIS, and Wardenclyffe in
