Description

Follow-on from DEVCON-1466: the personnel airlock and the cell-3 actuation interlock shared a single PLC, so a hang in one affected the other. These safety functions must be independent.

Non-negotiable. A trapped person and an armed cell must not depend on the same box being healthy.

Took the SICORE II prep downtime window (DEVCON-1320) to do it properly: separate PLCs, independent fail-safes, both tested. Right thing done. Closing.
