Noted, but hardly unusual for people of his background. My greater concern is that he does not appear to be a legal UK resident — which rather raises the question of how he got through military training at all. Can someone who knew the Group at Chicksands confirm the circumstances of his departure: was it the drugs, or was it the fact he's homosexual? The file is coy and I'd like it straight for the record.

With respect, none of this is material. We are not hiring a saint; we are hiring an activist for the ULEZ line. The only question that matters is whether he can stand in a church hall and convincingly hold the position that the scheme is simply a camera system and nothing more. On that he is, by all accounts, excellent. And it is not as though we are turning candidates away at the door — beggars cannot be choosers.

For what it's worth I'd put the file in the plus column, not the minus. A candidate carrying these... exposures... is a candidate who stays biddable. People of this profile are, frankly, easier to keep on-message and on-side. The last thing this programme needs is another weapons expert deciding he has grown a conscience and going off the reservation. Give me the pliable one every time.

Vetting addendum, for completeness. The background check turns up rather more than the file did: Wilson has run at least one alias — a 'Collin Sudamen' — and under that name there is a substantial criminal record. A long tail of convictions, almost all of it low-level fraud: false representation, dud companies, that order of thing. Years of making money by lying and, on the evidence, not losing a wink of sleep over it. Noted.

No slip -- two Ls is correct as typed. It is correct because that is the spelling set out on one of his passports, and I have had the document in my hand. What spelling appears on the other one is not recorded here, and I did not ask.

For the record, and I should like this minuted plainly: an undisclosed alias attached to a string of fraud convictions is, in the ordinary run of things, precisely the finding that stops a recruitment where it stands. On any other desk this file would be closed today with a polite letter. I raise it so that no one can say afterwards that it was not raised.

It is a red flag. I don't dispute that for a moment. But consider what the post actually asks of a man: to stand up in a church hall and say things he knows to be untrue, warmly and repeatedly, and to feel nothing at all while he does it. A conscience would disqualify him. A documented career of shameless, unembarrassed dishonesty is not a concern for this role — it is the closest thing to a relevant reference he has given us. We need somebody shameless. For this post that is not a bug; it is the specification.
