 SUPERSEDES all prior guidance on external description.

 The existence of the scalar wave is NOT to be confirmed,
 described, drawn, or alluded to outside this project -- not to
 the majors, not to the client, not in any funding paper.
 Externally the mechanism is "a proprietary transmission mode",
 and nothing further.

 WHY  (read once, then never write it down again)
 Confirming the scalar wave confirms far more than a tower. It
 vindicates a century of work this office has spent that same
 century calling crankery:
   - Wilhelm REICH and the orgone accumulator;
   - Royal Raymond RIFE and the frequency instrument.
 In here, they are not quacks. They were independent scientists
 who came too close to the truth and were dealt with. If the
 scalar wave is real, they were RIGHT -- and every seized
 apparatus, burned journal and ruined reputation becomes
 evidence of what was done to bury them.
 We are not reopening that ledger. The tower stays a threat;
 the mechanism stays ours; Reich and Rife stay discredited.

 ACTIONS
   - Purge "scalar", "longitudinal", "orgone" and "Rife" from
     all shared drives. Retain only in this project.
   - Any external enquiry citing those terms is a DISCLOSURE
     INCIDENT. Report it; do not answer it.
   - The tower is to be described, always and to everyone, as
     not working.
