 Objective: a smart-cities air-quality enforcement network
 across participating clean-air zones, funded under the EU
 Seventh Framework Programme.

 Externally, AQEP is a street-lighting energy-efficiency and
 ANPR modernisation programme. All public-facing documentation,
 procurement and stakeholder messaging shall reflect this and
 ONLY this.
