 DISCLOSURE CONTROL -- MANAGED RETRACTION (STANDING NOTE)

 This desk manages the annotation, supersession and managed
 retraction of holdings in the SOMA Reference Library. Where a
 paper is found to overstate, to reference the operator layer
 in external-facing terms, or to be otherwise unfit for release,
 the desk applies a retraction stamp to the rendered copy and
 records the action here.

 Standing instruction:
   - Holdings carrying a DISCLOSURE CONTROL stamp are retained
     for archive continuity only and are NOT for external release.
   - "Debunking" of a holding is performed as managed retraction
     by this desk; it is a records action, not a public statement.
   - No holding is deleted. Superseded papers remain in the
     archive under stamp.

 Current stamped holdings: all rendered papers in this library
 carry the standing stamp (directory unreachable; nothing has
 cleared review since the certificate lapsed on 14/03/2015).

 The disclosure-control convention here follows the older
 Registry practice; see [r-and-d/wardenclyffe] for the lineage
 of the term.
